Starting in the 2024-2025 season, Vulnerable Sector Checks (VSC) for all Team Staff will be centralized to ensure consistent screening, reduce redundancy, and maintain a safe hockey environment.
All Team Staff must complete a valid Vulnerable Sector Check and Screening Declaration Form to be eligible to coach or participate in OWHA programs.
The following roles must comply with the OWHA Screening Policy:
• Coaches (Head & Assistant)
• Trainers (Head & Assistant)
• Managers, Staff, and Skills
• Dressing Room Monitors and Third-Party Skills Coaches
Even if the third party instructors have own insurance, they MUST be insured through Hockey Canada. If the instructors are working with more than one team, then create an ITR under FUND-Senior division and name ‘AT LARGE’ and assign as STAFF on the roster.
EVERY third party instructor MUST:
• Register on RAMP
• Complete VSC
• Assign to team roster(s) if only working with one or two teams
• Assign to ‘AT LARGE’ roster – if working with multiple teams (see above)
Dressing Room monitors MUST:
• Register on RAMP
• Complete VSC
• Create an ITR under FUND - Senior division and name ‘UNINSURED’ then assign such participants to this roster as STAFF. The participants on this roster will not be insured and cannot participate in on-ice/ off-ice activities.

Submit all VSC documents through the
Screening Submission Portal. Ineligible individuals will be notified.
Before using the Screening Submission Portal, ensure you have the following in PDF format:
• Hockey Canada Registry (HCR) Number
• Vulnerable Sector Check (PDF)
• Screening Declaration Form (PDF)
If your VSC is pending, a receipt from your local police station will be accepted.
Important: Only PDFs are accepted. For the 2024-2025 season, VSCs from 2022-23 or 2023-24, along with a Screening Declaration Form, are valid if both documents are submitted. Contact
